HSE Management Systems

 

 

EPConsult Energies (EPEn) has significant experience in developing Health, Safety and Environmental Management Systems (HSE MS) for oil and gas companies.
 
An HSE Management System needs to be customised for the client’s operations. The structure however, of an HSE Management System and HSE procedures will typically be similar for many clients.
 
The HSE MS will  comprise an HSE policy statement and a framework consisting of HSE procedures, HSE work practices and support documentation regarding planning, implementation, operation, performance assessment, continual improvement and management reviews.
 
We recommend initiating the development of an HSE MS by running workshops to ensure that you and EPEn are fully aligned with regards to scope, objectives, depth and implementation.
 
The HSE MS shall ensure that the developed HSE Policy is applied effectively in all work and operations performed by the company, whether in offices or at site and whether by company or contractor personnel. Clients are expected to commit to making sufficient resources available to provide the support, drive and commitment  required to make the HSE MS a success. It is important that each member of the company is aware of their duties for HSE and are empowered and energised to carry them out effectively.
 
We recommend an HSE awareness program – and that a client team be selected to support the implementation of the new HSE MS, by applying their experience and ability to deliver and promote key HSE responsibilities.
 
The HSE MS will address organisational issues including adequate level of resources, training and competence assurance in order to meet the required level of HSE implementation and adherence to the HSE policy commitment.
 
Identification of hazards and the associated assessment and management of risks will equally be presented and developed and form part of a number of HSE-specific procedures that will form part of the HSE Management System.
 
Dependent on client requirements, an Environmental Impact Assessment, Environmental Management Plan, and/or oil and gas key performance indicators (KPI) may also form part of the development of HSE implementation. The goal of these is to accurately measure HSE performance.
